Selection Process for 2024 Police Constable Recruitment

The selection process for the 2024 police constable recruitment is based on the guidelines outlined in the CET Notification dated 05.05.2022 and the Haryana Police (Non-Gazetted and Other Ranks) Service Rules, 2017, as amended from time to time. This process has been validated by the Hon’ble High Court Judgment dated 31.05.2024 in LPA No. 1037/2023 and upheld by the Hon’ble Supreme Court. The criteria for selection and examination are as follows:

1. Qualifying Tests

• The Haryana Staff Selection Commission (HSSC) will invite a sufficient number of candidates based on their merit in the Common Eligibility Test (CET) for the Physical Measurement Test (PMT) and then for the Physical Screening Test (PST). Both tests are of qualifying nature.
• HSSC will shortlist candidates equal to four times the number of advertised posts for the Knowledge Test.

2. Physical Measurement Test (PMT)

• Standards: Candidates must undergo the PMT as per standards prescribed in Appendix-B of the Haryana Police (Non-Gazetted and Other Ranks) Service Rules, 2017.
• Procedure: Standard digital measurement devices will be used to ensure a fair and impartial process, with results displayed on digital monitors for candidates to read.
• Result Display: The results of the PMT will be displayed on the HSSC official website.
• Elimination: Candidates who do not meet the PMT standards will be eliminated from the selection process.
• Qualification: Only candidates who qualify the PMT standards will proceed to the next stage.

3. Physical Screening Test (PST)

• Objective: To judge the physical fitness and endurance of candidates.
• Standards:
  • Male Candidates: 2.5 kilometers in 12 minutes.
  • Female Candidates: 1.0 kilometer in 6 minutes.
  • Ex-Servicemen: 1.0 kilometer in 5 minutes.
• Technology: RFID (Radio Frequency Identification Device) or other reliable technology will be used to ensure the test’s reliability.
• Medical Fitness: Candidates are responsible for ensuring their medical fitness to undergo the test.
• Elimination: Candidates who do not meet the PST standards will be eliminated from the selection process.

4. Knowledge Test

• Weightage: 94.5% of the final selection weightage.
• Shortlisting: HSSC will shortlist candidates equal to four times the number of advertised posts for each category among those who have qualified the PMT and PST.
• Test Format: Objective type, multiple choice questions.
• Medium: Bilingual (Hindi/English), except where the knowledge of Hindi/English is being tested.
• Minimum Marks:
  • General Category: Minimum 50% marks.
  • Reserved Category: Minimum 40% marks (10% concession).

5. Additional Weightage (Maximum 3 Marks)

• NCC Certificate: Candidates with NCC certificates will receive additional marks:
  • NCC ‘A’ Level: 1 mark.
  • NCC ‘B’ Level: 2 marks.
  • NCC ‘C’ Level: 3 marks.

6. Syllabus for Knowledge Test (94.5 Marks)

• The detailed syllabus for the Knowledge Test will be provided by the HSSC.

Post-Selection Process

After successfully passing all stages of the selection process, the following steps will take place:

1. Final Merit List:
   • A final merit list will be prepared based on the candidates’ performance in the written examination, physical tests, and medical examination.
2. Training:
   • Selected candidates will undergo training at a designated police training academy. The training will cover various aspects of policing, including law enforcement, physical fitness, weapon handling, and more.
3. Appointment:
   • Upon successful completion of the training, candidates will be appointed as constables in the police department. They will receive their posting orders, detailing their place of duty.
4. Joining:
   • Candidates will report to their assigned police stations or units and begin their duties as constables.
